Utilities and phone
North Dakota's Low Income Home Energy Assistance Program (LIHEAP) pays part of your heating costs for any fuel, and can also help with furnace cleaning and repair, weatherization and emergencies.
Applications are now taken and benefits paid all year; once approved, you renew with a yearly review instead of reapplying. You pay a share of the bill based on your income.
Applying is free. Nobody should charge you to apply.
